Ads on my blog

Hello,
I created a free blog and I want to add an ad on it now. After talking with a fellow blogger I understood that because of WordPress’s Terms of Service I am not allowed to do that on a free blog.
Could you kindly advise if after buying a domain I can add an ad?
If not, could you please advise if downloading the wordpress on my pc I can move all the articles from my blog on it and upload it in a domain?Please help

There is only one advertising program called WordAds at WordPress.com. It’s for blogs on their own domains.
