Advertisements, including those from third-party advertising networks like Google AdSense, are not allowed on WordPress.com. For more information on what is and is not allowed in regards to advertising, please visit our support doc:

WordPress.com does have an advertising program called WordAds, you can read more about it here:
You may consider moving to a self-hosted installation of WordPress where you can then use AdSense. For that you’ll need to register a domain, buy hosting, and set up your site using the free software from WordPress.org
