We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org. You can find out more about this topic here:
We do have an advertising program called WordAds, which you can read more about here:
Advertising outside of WordAds at WordPress.com is not allowed. For full details, please see:
http://wordpress.com/types-of-blogs/
If you require other advertising, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. Please see this link to learn about the differences:
We have hosting recommendations at the following link if you are interested:

I guess you don’t understand me MACMANX. It says in this link:https://wordpress.com/jetpack
Step 1: Install the plugin
1. Log in to your site’s Dashboard (e.g. http://www.yourgroovydomain.com/wp-admin)
2. Click on the ‘Plugins’ tab in the left panel, then click ‘Add New’.3. Search for ‘Jetpack’ and the latest version will appear at the top of the list of results.
4. Install it by clicking the “Install Now” link.I am looking at the item number 2. I can’t find the “Plugins” tab..

Right, like I said, we don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org. You can find out more about this topic here:
Jetpack is a plugin which brings WordPress.com features to self-hosted WordPress.org blogs. You have a WordPress.com blog, so you can’t use plugins, and you don’t need Jetpack anyway. :)
