advanced rights managing

Hey,
For a project I’m working with WordPress, and now I’m stuck on a problem.
This is the case:
There are several countrys that are going to edit pages on the wordpress page and now what I want to is that for example.
Im the admin and i have rights to edit everything.
Now someone from Germany can only edit pages that are written in his language, so link pages to a certain user so he can’t edit pages that are from somone in France.
The users from the country’s can’t have the same rights as the admin so they can’t see certain stuff on the menu, atleas thats what I want it to do.I hope there is anyone that can help me, i already tryed some plugins, but they only filter layers of wordpress, not pages linking to people.

Means you need to make friends at WordPress.ORG – see above for the link

localhost so nothing online yet.
Can you explain me why i have to go to WordPress.org? is this not the place for questions?
