Advanced Settings option doesn't exist to disable comments

Our site is not operating as a blog, and I want to disable the comment window on all pages entirely. Your help text doesn’t match what I’m seeing, and I can’t get rid of the “Leave a Reply (enter your comment here)” window. I’m using wordpress.com and the Motif theme.

This isn’t theme dependent. You can enable and disable comments on free hosted WordPress.com blogs on this page > Settings > Discussion Discussion settings is where you set up defaults for comments.
