I would like to clarify the difference between advertiser and an affiliate.
For instance if my blog is about travel and Vogue Magazine want to advertise on my blog will this be allowed?The blog I need help with is: (visible only to logged in users)

Uh, if they wish to advertise, that would be an advertisement. What is the ambiguity there?
Blogger-initiated ads are banned. What is not banned is a simple affiliate link in the content of a post or page.

So what you are saying is that the affiliate links dont include having a picture in the nav bar that links to the affiliates site…I understand that advertising (google adsense etc) is not allowed but the under the affiliate links page it says “We hope affiliate programs help you earn a financial reward for all the hard work you’ve invested in your blog.” surely someone is not going to pay you for a link in content….

Yes, people pay you for links in content. I got two emails about that only today.

I have not received any payment for any of the content on my site so I didn’t consider that to be advertising. For me that falls into the category of content that is “whatever is of interest to you and your readers.” . I dont want my blog in infringe on the rules so please can you tell me where I can see that is says you cannot link a picture to a affiliate site in the terms and conditions. I find it is not made clear what constitutes a link hence my original question

It is not, you’re right. But your original question was about being contacted for advertising. I’ve given the best advice I can. If you wish to test the limits, realize that if you go beyond what staff feel is acceptable your blog will be suspended, and they don’t generally respond to “would this be too far” questions.

Sorry the question was unclear. I was trying to work out what they consider to be an advertiser or an affiliate.
The way I understand it is that an affiliate is a company/product that is relevant to your blog and readers. Something that they would find interesting therefore not considered spam. It is not clear if this can be an image link but it seems to suggest that you can be paid for this. An advertiser or advertising seems to be defined as banner ads connecting to Google Ads or the likes and other types of spam advertising http://en.support.wordpress.com/advertising/
I would hate to have my blog suspended over a technicality or because I didn’t understand the rules. I wish they would make it more clear.

WordPress.com allows bloggers to insert their own text affiliate links within post and page content only to their own products in Amazon or other third-party affiliate programs, provided they are not the primary content of the site in question.
Image affiliate links in posts and pages and any affiliate links in widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs.
