Advice on plugins for our charity

Hi,
We are trying to build a party manifesto tool for our charity’s website. We have 10 political parties and each party has 5 manifesto pledges. We want users to be able to click either on a party logo (and see their 5 pledges) or on a pledge issue logo (and see the 10 parties’ pledges on that issue). We are assuming that each individual party’s pledge will be a different page/post.
Is there a plug-in that we can use which will enable us to make the above work without re-loading the page? The pledges will be just a paragraph, so we were wondering also whether there are plugins that will call the page/post using some kind of animation (so that the page looks fun). I.e. so that users can click on one of the logos, and the content just bounces in in an interesting way.
We dont know much about CSS3 and HTML5, which is why we were wondering if we could use a normal plugin for this? And if so, which one would you suggest? (As a charity we dont have any funds to commission, which is why we were looking to see if there was one already available.)
