Advice on reaching out to and repurposing a dead blog

Hello! I’ve been trying to get in touch with an inactive blog / wordpress site (4 years – 1 post) and have had zero success getting ahold of the owner. Are there any steps that I can take to either get in contact with the owner or apply to take on the address. I understand that this might be a shot in the dark, but it’s better to ask than not.
The blog I need help with is: (visible only to logged in users)

There is no expiration date on .wordpress.com blogs unused, reserved or otherwise. If there is no contact information or you do not get a response to a contact form submission or to a comment on the site, Staff will not breach the privacy policy and provide you with an email address.

Then if you wish to you can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.

Then second part of my answer above applies. There is no other means of gaining access to any unused blog.
If the URL is important from a branding point of view then purchasing your own custom domain is definitely the way to go.
