adwords application

  Hello, I noticed that ads were being put on my blog and I wanted to formally apply to adwords. I tried to use ADwords first page but it asks to sign in. When I do it just returns me to the same page. I tried by signing into my blog then go to adwords page but got the same response. Is there another way to apply to adwords.
