That’s NOT possible on any wordpress.COM hosted site.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

No blogger initiated advertising for driving traffic to third party sites is allowed here on wordpress.COM hosted blogs. PPC is not allowed. Affiliate marketing banners and any and all advertising outside of WordAds at WordPress.com are not allowed.
The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains.

1. WordPress.com allows bloggers to insert text affiliate links within post and page content to most third-party affiliate programs, provided they are not the primary content of the site in question.
2. Image affiliate links in posts and pages and any banners, affiliate links in sidebar or footer widget areas, are still considered to be advertising and are not allowed on WordPress.com blogs.

we don’t use a free account. we have a payed premium-account hosted by wordpress.com (eur 99.00/year). i do already have an affiliate link running on my blog.
wordpress.com offers the “affilinet plugin”. our cr manager has it running on his personal blog. but i don’t know how i can use it too.
we are planning to recreate our business-Website also with worpress.
i really don’t think that there are any restrictions concerning Content on the premium- and the business-solution.

This isn’t accurate. There is a plugin by that name, but it’s for the self-hosted version of WordPress. It’s not for sites hosted at WordPress.com, like yours.
Can you tell me what exactly you’re looking to do with that plugin? Maybe there’s an alternative without using a plugin.
