After happily blogging at WordPress for five years or so I have recently received notice that I have reached a limit to the graphic content I can display without paying for an update. It seems that even though I have voluntarily removed many selections in order to free up more space that it is not enough because it seems that WordPress has now unselectively begun to remove graphic content from my blog. I am a 71 year old cartoonist trying like hell to get to the point where I can make a buck or two on my art. I cannot squeeze many more expenses out of my small Social Security check to afford an upgrade. It is really disheartening for me to see my efforts gradually erased and new readers will be less than apt to return to a blog riddled with blank holes where there should be illustrations. If you insist on removing content at least go to the very first year or so and start removing there nrather than on my newer material. Is there anyway this process can be averted other than by my cash outlay?

Staff do not remove content from blogs. Deleting any image from your Media Library results in broken links wherever you embedded the image in post and/or pages because you took it off wordpress.COM servers.
Know also that the 3 GB of space for uploaded files and images storage allocation provided here is a generous one and your personal circumstances or mine have no bearing on this at all.
WordPress.com Premium https://store.wordpress.com/plans/premium/ includes another 10 GB of extra storage, for a total of 13 GB.
WordPress.com Business https://store.wordpress.com/plans/business/ includes unlimited storage space.

In a word the answer is no.

I second what timethief said, could it be that you uploaded super large files? It’s usually common practice to resize images, to have more space and to have faster loading pages. You might want to learn about image resizing, there are free tools, I wrote a guide about one, it might help you in the future: http://diaryofdennis.com/2012/07/11/tutorial-converting-batch-rename-and-batch-resize-your-photos-with-irfanview/
