After wordpress business upgrade, can I have my developer to do customization things?

  After wordpress business upgrade, can I have my developer to do extra work for customization things? like access database, and add new users and user groups?

  The blog I need help with is: (visible only to logged in users)

  Business plan give you whole lot of goodies but accessing database is not one of them.

  Users can be added to your blog even on free plan by following instructions in this support document: https://en.support.wordpress.com/adding-users/

  There is no concept of user groups on WordPress.com.

  What is it exactly you want to do after buying the business upgrade? Maybe we can help you with a workaround.

  Awesome, Thanks to @chaltanyamsv and @mojourner for your help, I want to have a platform can connect students and teacher, the teacher can post a video, or homework, and registered students can see that and post their comments. And also students can purchase textbook or teaching materials from that. Because there is different classes, so we need classify the students into different group.
