Is there a way to make site visitors click that they agree to a liability waiver before they can view any of the rest of the site even if they use a link to a random page?
There isn’t a built-in way at WordPress.com to require visitors to agree to a waiver like that. However, you could password protect the posts and pages on your site, and only give out the password after users agree to your liability waiver.
You could then set up a Contact Form that visitors use to agree to the waiver. Once you receive the contact form from them, you can send them the password to the password-protected parts of your site.
How do I set up a page where people can make donations or payments to a paypal account ?
You can create a new page by going to Pages > Add New in your dashboard. Then, you can use this guide to add a Paypal button to the page: PayPal
