Hi there,
From WordPress.com, you can go to Design > Customize > Site Identity > Select Logo to add an image. However, the image would be right above Liberté j’écris ton nom instead of between the title and tagline. With CSS, you could move the image, but it would require at least the Premium Plan:

I don’t understand one thing : when I created the blog, I had a picture where I would like it should be. I delete it not on purpose and now I can not put again a picture at the same place ?

Look at the theme demo which is at https://maywooddemo.wordpress.com/
Please take a screen shot when you see the image placement that you’re struggling to replicate. Add that screen to your site’s media library and I can take a look at it — then I can provide the exact instructions.

Your theme does not have an option to use a header – which is how you could be able to add an image to the top of your page. Instead, you can set a static homepage with an image or a cover at the top, like in the theme’s demo: https://wordpress.com/theme/maywood/edeger.home.blog
I can see you have two pages with images created already. If you set one of them as your static page, is this the effect you were looking for?

It is very strange because as I had explain upstairs I had an image where I would like it should be when I had created the blog and I just delete it not on purpose.

It was probably part of the page but if you do not wish to display a static page, why don’t you try other themes?
You can see here all those that will allow you to add header image:

You can try the themes without activating them by clicking on the three dots next to the theme’s name and choosing the option Try&Customize.
This will allow you to see how the theme would look like with your content and how could you customize it.

You will need to wait 30 days to be able to create a new account with the same email address.
In any case, it’s not a good idea to open a new account as this will not help with your issue. I see that you have been using the same theme since you’ve created your site so we just need to discover what is it that you removed to make it look like it did before.
So, as my colleague mentioned before, could you please open up this page (it’s your theme’s demo site):
https://maywooddemo.wordpress.com/And on that demo site, mark what is the image you’re trying to add to your site. This would help us to understand your issue better.

So the page from the front at https://maywooddemo.wordpress.com/ is a specially constructed demo page. It’s making use of a variety of editor elements, including a Cover Block: https://en.support.wordpress.com/wordpress-editor/blocks/cover-block/
You can get the same effect on your site either by using a Cover Block too, or setting a Featured Image for those posts: https://en.support.wordpress.com/featured-images/

What you circled in your screenshot is a Cover Block, just like staff-blorbo explained. I can see you have changed your theme to Dara now.
This theme allows you to add a logo above the title. You can add it from My Site>Design>Customize>Site Identity.
