  Yes. There is no free way to do that on any theme here. The separate custom design upgrade can be purchased and renewed as a separate upgrade only by those who have username accounts registered prior to September 1st, 2014.

  As that is not the case with your username account you have to purchase the premium bundle of upgrades that includes the custom design upgrade. See Premium bundle details http://store.wordpress.com/plans/premium/
