All purchases disabled

Hello. I registred on WordPress yesterday for developing my internet shop. I wanted some plugins (WhooCommerce and etc) but WordPress turn off all purchase for my account. I created ticked for support ant got this automatic feedback:
“Luminus (Automattic) Feb 23, 2023, 09:29 UTC Hi there, Thanks for reaching out. We reserve the right to limit purchases on WordPress.com sites, so payments will not be allowed for this account. Your site is online, and you may use it on our free plan for as long as you’d like without additional upgrades. Regards, Newt S.”
Why? WordPress doesn’t want get money from my bank card? It my first account on WordPress.Please help me?

Hello. I registered in WordPress for developing a internet shop yesterday. I need added plugins ( WooCommerce and etc) but I can’t use payments plans. I wanted buy plugins but WordPress site turned off all purchases for my account (mistake code: HYMNCA) and it wrote me that I should speak with support team. I created ticket and got it feedback:
“Thanks for reaching out. We reserve the right to limit purchases on WordPress.com sites, so payments will not be allowed for this account.
Your site is online, and you may use it on our free plan for as long as you’d like without additional upgrades.”it’s strange…Wordpress doesn’t want to receive money from my bank card? It my first account. Please help me
