  I know that people have signed up to follow my blog, however, no users are displayed on All Users page.

  The blog I need help with is: (visible only to logged in users)

  Subscribers are not listed in your Users listing. That list is for those with access to contribute to your site. Followers and subscribers are listed in your Stats. See My Followers — Support — WordPress.com.
