"All Users" not listing all users

  Why are all users not displayed when the “All Users” menu item of the Dashboard is selected? My site has an administrator and a viewer. Only the administrator shows in the “All Users” page when logged in as the administrator. I do see the viewer as accepted in the “Past Invitations” area of the “Invite New” page.
