I would like to create a website where my consumers must log in and create an account with me in order to receive the service my website would be providing.

That cannot be done on any wordpress.COM hosted site. You need a wordpress.ORG install on paid hosting for that. See: Moving to Self-Hosted WordPress https://move.wordpress.com
