WordPress.com sells domain mapping upgrades that include domain names in them. When domain mapping what the underlying wordpress.com URL is does not matter.
http://en.support.wordpress.com/domains/However, more to the point is the cogent reasoning for the policy stated here http://en.support.wordpress.com/recycling-blog-names/ and it’s not likely to change any time soon.

The policy is quite understandable. But how about allowing the user who deleted the blog address to undelete it? Or the user who changed his username wants to change it back?
That shouldn’t be a problem technically, shouldn’t it?
