I am going to have an photo competition on my blog, and I have seen on other blogs that it is possible to make a blog post on their own site, and then make a link directly into the competition post. Is this possible in wordpress.com?

There are memes, awards and other chain-letter like schemes for generating backlinks that can be conducted as you describe but not on this software. We don’t have the ability to do this on free hosted WordPress.com blogs.

Yes it’s possible to have a competitiuon on your site. Yes it’s possible set rules for other bloggers requiring them to backlink to your posts if the take part in the competition.
