Allow users to sign-up and upload content

  I want users to sign-up using email address, sign-in and then upload content – text, images, videos. This content should then be viewable by all (non-logged-in) users.

  That’s not possible on a WordPress.COM hosted blog. If you want to be a mini-wp.com you will need to hire a web host http://wordppress.org/hosting/ and set up your own WordPress.ORG software install. See also

  What you’re talking about has a starting budget of about $10,000. Good luck with that if you yourself are not a web developer.
