What links are allowed and do I need permission from web site:
– to pictures on web sites
– to articles on web sites
– Link to a web site -
you could ask for permission but generally nobody does. everybody doesn’t mind links, it brings hits after all… ;) (but if they do mind, they’d know how to contact you and ask you to remove them anyway.)

A good rule of thumb:
Always, always, always give credit.
If you’re using someone else’s image, link it to the page you got it from, not the image itself (thereby giving context and credit).
Linking to another website is totally cool, as long as you’re not just stealing their entire content and then giving them a tiny link at the bottom (excerpts are ok).
If you’re linking to something not safe for work (NSFW), warn your readers.
If you’re linking to something in order to make money off it (often called affiliate links or just plain ads), don’t do it. It’s against the WordPress.com terms of service.
