  How do I allow blogs without having to moderate them each time?

  I’m not sure what you mean by that. If you mean you want strangers to make posts on your blog, that’s not possible; what you need is a wiki. If you want strangers to make comments on your blog, just change the settings under Dashboard –> Options –> Discussion.
