Allowing Everyone to comment

Some of my Page Posts do not allow non wordpress.com users to comment. My friends tell me that they are told they must have a wordpress.com password to comment. How do I turn that feature off?

I understand what is going on at least, and I will have to sort out my own work around on my Blog. It would be a good thing if a message indicating that if a person has a gravatar account connected to their email they have to log into Gravatar, as most people (myself included) have no idea that they are the same thing. Instead the message left by WordPress makes it seem like I am purposely making things difficult for my readers.
