  i am already having domain name .
  i want to create website first then i will pay for that if i get desired website

  No problem — you can start by creating a free site on WordPress.com, then map or transfer the domain you already own to WordPress.com.

  Custom domains are a feature of paid plans so you will need to upgrade in order to use one. But you can start off with a free plan and address (for example, containing “.wordpress.com”) until you are ready to make the switch.
