Altering the Theme

  Using WordPress.com will I be able to change the header like inserting a picture etc.,
  Also changing the colors.

  It depends on the theme you’re using. Some have Customizable headers and some don’t. On some, you can change the colours (I think Garland does that) but on most you can’t. Themes are generally not adaptable here, without a solid knowledge of how to write or edit your own CSS and the paid CSS upgrade. Do not buy it if you don’t already know CSS, though, because there’s virtually no support for it here.

  When your theme supports a custom header you can change it. You cannot change the colors of the post titles etc, without the CSS upgrade.
