Alternate text for links and images

Hallo!
I need to make one of my site suitable for people who has problems with eyes. And there is one requirement for tools helping these people to read Internet resources – alternate text on links and images. But unfourchantly I cannot find any ways to provide alternate text on my links (included my posts headers). Can you help me with this problem? I like WordPress.com very much, but this problem is very important for me.
