  I have two blogs in WordPress. Would my lower traffic one benefit from a new user account?

  Do people follow a specific person or a specific blog

  It depends. If they visit your blog and click follow in the toolbar, they follow that specific blog. If you comment on their blog, or like their posts, and they get a notification next to which there’s a follow button, clicking on that button will follow your primary blog.
