Am I in the wrong place to use Comic Press?

I’m trying to establish a site for an online graphic novel, and I’d like to use ComicPress, which I take to understand also requires the WordPress program. For hosting, the page about the WordPress program (http://wordpress.org/download/) instructs me to sign up for an account at WordPress.com, NOT WordPress.org, and I have done so, yet I can’t find any way through this account to actually install the program, and thus set up a comic site.
Did these instructions mislead me and I should have set up an account on WordPress.org instead, or is there some way to access the shell and SQL databases through my account here that I’m just not seeing? I am truly stuck. Shouldn’t WordPress.com give you access to install their own programs?

The blog I need help with is: (visible only to logged in users)

These are the realities > http://support.wordpress.com/com-vs-org/
At wordpress.com the ONLY themes we can use are found here > Appearance > Themes. There is no FTP access to wordpress.com blogs and we cannot upload themes into the period.

Okay… it would have been nice if their Download page hadn’t directed me to get an account where the program can’t be installed, then.

I see what you mean on the page you indicate. Some web hosts will provide a wordpress.ORG install for you and and some will not. In either case here’s where you will be posting for support with your wordpress.ORG install. http://wordpress.org/support/
I’m sorry you got off to such a rocky start. You will need a wordpress.com account if you use the wordpress stats plugin and/or Akismat pulgin on your new install.
    Happy blogging :)
