I see many threads pertaining to this issue. I have added the website, enabled third party cookies and still cannot get past the error message. Is there something else that I should try to start my website development. Thanks in advance.

Please try to sign out and back in to your WordPress.com user account. Also, clear your browser cache: https://en.support.wordpress.com/browser-issues/#clearing-your-browser-cache/
Then enable third party cookies on your browser https://en.support.wordpress.com/third-party-cookies/#how-do-i-enable-third-party-cookies
If you do not succeed please provide this specific info:
(a) Exactly what kind of device you are using to connect to the internet and to WordPress.com.

I see you have added the modlook tag, but you have not provided any of the information @timethief requested, nor have you confirmed whether you’ve tried clearing your browser cache and cookies.
Please provide that information if you still need help with this.
