An actual support site for WordPress? Multi thousand topic "discussions" NO

Is there an actual support site for WordPress. I am totally bewildered, going in circles .
Would just like to find how to change Discussion Settings for a blog.
Just to say that it can be done does not tell me where to go and how to do it.
This “support” site looks like each page was developed by a different person with no coordination between them.
Should not have to have an “owners manual” to use an owners manual.
The blog I need help with is: (visible only to logged in users)

This page > Settings > Discussion
Discussion settings is where you set up defaults for comments.

We can also override the default settings and enable or disable future comments on any post or page.

On your dashboard you will find a video. On the bottom of your Admin page you will find a link to the Learn WordPress.com blogging Tutorial prepared by Staff. http://learn.wordpress.com/ The support documentation is a collection of living documents that are frequently updated and is found at the Support link http://en.support.wordpress.com which is also on the bottom of your Admin page.
