Default/built-in plugins cannot be deactivated on WordPress.COM.Are you referring to the https:// that appears before your site’s domain?
Then, I must inform you that it provides security and encryption to your site. And it is by default provided for all WordPress.COM domains.

Just adding to what @otpidusprime has mentioned about HTTPS being the default for every WordPressdotcom site (FTW!), users here do not have FTP access to their sites. Is it possible you are referring to a different site other than teckmobile.wordpress.com
If by chance you are talking about a site using the standalone WP.org software, you’ll want to post at the support forums at https://wordpress.org/support If you don’t have a username on the ORG forums you can register one on that page.
