Yes. Upload it to your media library, get the URL of that image and then paste it here and we can help with that.

Every image you upload to your blog is found in the Media Libraray. If an image is not there then it cannot be displayed on your blog.See here for uploading images and know that you must optimize and presize the images prior to uploading them to retain the best image quality.

Put it in a Custom Header, don’t mess with the text, which is the way search engines find your site.

If you have a better copy of the image, maybe in PNG or JPG format, I would recommend trying that one out to see if it looks better.
Here is some CSS that will move the site title and tagline off to the left and add the logo image you linked in their place:

Also note that I added ?h=100 to the end of the image URL after .gif to change the image size to something smaller so it would fit.
