An inactive blog

Hello!
I’m a partner at a brazilian NGO called RecOleo. We are interested in hosting a free blog on wordpress.com, pretty much because the NGO is very tight on funds and wordpress has a stablished station (both the wordpress.com hosting service and the CMS wordpress.org).
The blog recoleo.wordpress.com is already taken, but inactive since june 4, 2011, 11:09 pm. It appears it’s owner never got past the standard template.
Since the blog has been inactive for more than an year, is there any way for me to get that subdomain for my NGO?

If the blogger who owns the blog has provided contact information or left comment open you can contact them and if they agree to give you the blog this process can be used to transfer it to you. Otherwise you will have to register another blog URL. http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account
If you want to purchase a domain name via a domain mapping upgrade you can do that and it will not matter what the underlyining .wordpress.com URL is. See > http://en.support.wordpress.com/domain-mapping/

No. WordPress.com does not recycle names (blogs):

There are some legitimate reasons noted in that article.You can choose a similar name, perhaps a variation of the acronym? Maybe a number after it (2012) or something like that.
