I think you must be talking about a self-hosted blog since we cannot use plugins at wordpress.COM.
For self-hosted blogs, you need to head over to http://wordpress.ORG/support/ which is where self-hosted wordpress blogs are supported.

HTTP errors with uploading plugins and even while uploading images with the self-hosted version of wordpress is not uncommon and there are several fixes covering it over at the .ORG forums. It typically has to do either with improper setting of ownership for a folder, or a permissions setting for a folder, or a allotted memory issue with Apache web server. All those things can be fixed. Figuring out which is causing the issue and then figuring out exactly how to fix it takes more time than actually fixing the issue. Sometimes the user has to fix it, and in some cases they might have to contact the hosting company if they do not allow the user to create some types of files such as a php.ini file.
