  I am using WordPress free to build a website for a college assignment. I would like to anchor the navigation menu to always remain visible when scrolling through a page. I would appreciate your assistance in accomplishing this. Thank you.

  Since on the free plan you’re not able to use custom code, you will want to choose one of the themes that supports fixed menu. You can find them here:
