I’m trying to add a “contact” or “email” app to my blog so people can send me messages on my blog.
I have looked but can’t find the way to do this.
Can someone please help me.

What I’m looking for is one spot where a person can click “Contact Me” right one the front of the page and right at the start.
I can’t seem to find this app at all.

It is the Contact Form, just as pana told you. Just put it where you want it to be; it goes in pages or posts. If you want it always on the top of the blog, just make it a Sticky post.

Let me try this again…
On other wordpress blogs, I have seen where there is “Contact” under the title.
What I would like to have is it be possible for a person to click on “Contact” and then be able to send an email directly to my email account.
For example, often times when a site has the words “Contact Us,” when it is clicked on, either the person’s email program will pop up and the message can be sent or some form will pop up.
From the explanations I have received here, it seems like I have to re-type this “Contact Form” over and over again.

Did you bother to read the link I gave you?
You just go to Pages > Add New, title the page “Contact” or whatever you like, and hit Publish after pasting this in it:

Do you know how to create a new static Page that you can name contact and then do as Panos has indicated? Write a new Page > http://en.support.wordpress.com/pages/After you have published your contact page as Panos has explained sign out of wordpress, refresh your browser, clear your cookies and cache, and see what your readers will see when they complete that contact form.

I have tried reading the link time and time again. I do appreciate the help, but sadly, there are people here that can point to instructions and then not do much to help out the confusing parts. Sometimes mere instructions of some folks aren’t the easiest things to follow.

(1) Create a new static Page and title it “Contact Me”
(2) Type [contact-page] into the body of the page
(3) Publish the PageIllustrated instructions:
http://en.support.wordpress.com/pages/
http://en.support.wordpress.com/contact-form/That will do it.
