Android me301T plugin option not found ne where

Running blogs on PC and android tab.
Where is the plugin settings button to add android plugins?
Are plugins apk files?
My droid is not rooted and have no folders for plugins.Why are the settings scattered all over hells half acre lot.

http://lifeonachangingplanet.wordpress.com/ is a wordpress.COM blog, not a WordPress.ORG blog, and it doesn’t have the option to add plugins.

Am new at this and often wondered about the .org but wasn’t sure about the relationships between the 2.While researching on the web about wordpress there was often no reference as to what program the addon .com or .org dilemma,especially on sites other than.
So since my pc running web installer is .org because it has plugins.
A bit confusing i must admit since the tablet has the same blog names now :-)
Is there an app or install for android that runs the wordpress.org ver?
