  my dashboard does not have headings for “appearance>themes or links. where are they?

  The blog I need help with is: (visible only to logged in users)

  i went to the aforementioned site. it shows links.
  but on my dashboard there is no place for “links”.

  i also can’t access “page”.

  The place for Links is in the sidebar of the dashboard, on the left-hand side. Click there and you can add them.

  You can’t access a Page until you’ve written one. Pages and posts are different things.

  there is no “links” icon on the sidebar of the dashboard.

  Agreed.

  Where you see the admin bar, the grey bar right across the top of the page, go to My Dashboards and select the dashboard for the blog you’re talking about. Then look again.

  (aside: I do wish the Global Dashboard had a page where you could view the stats for ALL your blogs at once. That’d be dead useful)
