  i made a website to put pictures on for family overseas to view
  i am being asked for a domain fee and an annual 299
  do i have to pay both?
  was the 299 a one off

  No you don’t have to pay both fees.

  The cost of the plan also includes a custom site address aka domain.

  299 is the price of business plan for an year. Most of the upgrades should be renewed annually.
