  Is there any extra charges attached to my business plan subscription if i try to install plug-in like dokan.

  Plugins can be added to WordPress.com Business plan sites but only free plugins are free. There is a free basic Dokan plugin but for additional features with the other plans they offer you’d need to pay them directly.
