  As @timethief mentioned above, Akismet is built into every site hosted by WordPress.com for free.

  Fee is only for self-hosted sites. Users are free to choose the price they wish to pay. Even if it means someone wants to pay $0.

  This is also what the support guide says:

  API Keys are currently used only for activating the Akismet service for blogs and sites that are not hosted on WordPress.com.
