Apostrophes turning to ': on saving. Can’t save posts. Keep logging out. Site Setup List showing instead of usual page. Not submitting queries.

I’m trying to save a post title (it’s a draft at the moment but will eventually be called Writer’s Jargon Dictionary.) But whenever I try to save it, the apostrophe in ‘Writer’s’ of the title turns to ':
However, nothing happens if I get rid of the apostrophe (it stays as ‘Writers’).
I don’t know if it affects anything not in the title because that post didn’t have any apostrophes in the text.
Later, when I tried to save another post, to check if the apostrophe still changed, it told me an error had occurred (‘Updating failed. Error message: Sorry, you are not allowed to edit this post.’) even though I’m the owner of the blog, am the only person working on it, and haven’t changed any settings to do with what I can and cannot do when editing posts.
I am also logging out whenever I try to select anything (such editing posts, refreshing the page, or even when I selected the ‘Contact us’ link).
And the Site Setup List is now showing on the homepage (even though I’ve finished all of it and have launched my site) instead of the usual page (which starts with something like ‘make a page’.
And when I tried to submit this query the first time, it told me I couldn’t. (I selected the ‘Ask in the forums’ but it told me ‘That method is not allowed’.)
I tried logging out again, then logging back in and heading to the ‘Contact us’ Page. (Luckily it didn’t ask me to log in again, possibly because I’d just logged in?) But I couldn’t do anything, because just below the ‘Contact Us’ title it said ‘We had trouble loading the support information for your account. Please check your internet connection and reload the page, or try again later’. I checked my internet connection, reloaded the page and have tried repeatedly for some time. Eventually I gave up and tried on another computer (even though the original one was working fine before). If this has posted, it’s obviously worked…

Problem update: The apostrophes in titles are still changing to ':, but this error isn’t affecting the text below titles. However, this affects both posts AND pages, not just posts.
The error meaning I couldn’t save posts has only happened once or twice since I posted the problem above.
The logging out has been occurring less frequently, too, though it hasn’t stopped altogether.
The Site Setup Page is now showing the checklist for roughly a minute before changing back to the Site Tools. This is good, but I still have to wait a while before I can see the Site Tools. I know there are other ways to add pages etc. but the Site Tools menu makes it a lot easier.
I haven’t tried submitting another query yet, but I suppose that’s working now because I managed to post the query above. -

Update: Everything but the apostrophes is (usually) working correctly now, but the apostrophes thing is quite annoying since there are three posts where I need apostrophes (Writer’s Block Cures, Writer’s Jargon Dictionary, Viewer’s Work).
Also, sorry about the comments above, I was trying to give screenshots of the issues but they haven’t worked. -
The apostrophes thing is happening on more than one device, so I don’t think it’s the computer that’s not working (but the other problems might have been the computer since I changed devices and they stopped)

I see the same thing when using the Block editor (but using the /wp-admin dashboard it is fine). However clicking on Preview in the Block editor then the apostrophe displays correctly. Have you checked Preview and how the post looks if you publish it?
