I am having a similar problem. I desperately need help i just paid for a theme and i heard that only with wordpress.org are you allowed to install themes so basically i just lost $50. I quite pissed about it. I want to start an commerce website.

On WordPress.com themes can only be activated. Uploading and installing themes is only for self-hosted sites using the WordPress.org software.
In case you aren’t aware, here is the difference between WordPress.com and WordPress.org: https://en.support.wordpress.com/com-vs-org/
@goofla, Sorry for your situation. I suggest you get in touch with the Theme Shop you purchased your theme from, explain your situation and request a refund.

chaitayamsv, you can keep repeating that link about com vs org forever! I still get confused! :)
as for my problem with https://edplaysite03.wordpress.com/wp-admin/themes.php . . .
I inadvertently duplicated by conversation about this, so . . .
I’m going to end my conversation on this thread and continue it here https://en.forums.wordpress.com/topic/undo-theme-change-5?replies=12#post-2397576

appearance editor and theme install tab missing
That feature does not exist on WordPress.COM sites. You are confusing WordPress.COM and WordPress.ORG. We cannot use any third party themes on WordPress.COM hosted blogs. The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.See:
http://en.support.wordpress.com/themes/adding-new-themes/
https://en.support.wordpress.com/ftp-access/There is no upgrade you can purchase here at WordPress.COM that changes that reality.
To install plugins or third party themes into a site then you have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database. Learn about the differences here. http://support.wordpress.com/com-vs-org/
