Appearance of the Widgets screen has changed

My Appearance –> Widgets screen does not look as it used to. Everything is listed in one verical column and there is no sode-bar where I could enter, delete, modify, or move around the widgets. It must be the browser. I am noticing this problem with my Windows Vista desktop computer that runs IE v.9.0.8112.16421. Checked on Microsoft IE page, it says that I have the latest version for Windows Vista. My other computer runs on WIndows 7 and uses IE 11 – the WordPress Widgets page shows properly on it. I use the Windows 7 machine for photo and video editing only, as I have all my wordpress links and files on the Vista machine. I am not sure, if I can further update the IE 9 on my Vista computer, probably not. Is there a fix to tis particular problem in my situation?

Also, this Widgets page used to display correctly on the same Vista computer some time ago, so maybe something has changed with my computer settings or with the engine running blogs at WordPress. I am not a computer expert and would appreciate your help in solving this issue. Thanks.

Thank you but no. The Widgets page had displayed and worked properly in this blog, with the exact same theme, on the same computer with Windows Vista, not long ago. Something has changed at the WordPress end. I don’t like Chrome or Firefox and I don’t trust the new browsers with enhanced security features (whose security?). I don’t think that there was a need to “fix” this theme or the WP engine – it worked just fine and better than it does now. So, why the change? What is the WP trying to achieve here? Why are they forcing users to change browsers?
