Appearance, Themes, Starter Templates.

What is the difference between ‘themes’ and ‘starter templates’. And do I need to use both of them or I can choose only one.

What is the URL of the site you’re working on? And where are you seeing “starter templates”? I’m not aware of anywhere on WordPress.com that we use that term.
A theme is what controls how your site looks – it’s what gives your site it’s overall design. A starter template would most likely refer to a theme that’s not “finished”, i.e. it has a basic design, but it’s mostly a blank slate with a number of customization options, and possibly an integration with a page builder plugin, that you can use to design your own unique look for the site. That’s just an educated guess, though – without more context of what specifically you’re referring to I can’t be sure.
