Appearing In Public Listings But On Another Server

I have a question about having my WordPress blog hosted on another server but still appearing on WordPress public listings.
I would like to accomplish two things when I start up my new blog.
1) The blog will be hosted on another server with it’s own domain. The reason for this is that I want more flexibility with Javascript and themes.
2) Nonetheless, I still want to my blog to appear in WordPress public listings because I felt that the extra exposure will be good for my new blog.
So, my question is, can the abovementioned be accomplished since I’ve seen blogs like CNN Political Ticker (http://politicalticker.blogs.cnn.com/) which look like it is on another server, appearing in the WordPress public listings?

Can’t be done AFAIK.
Scroll all the way down to the bottom of the CNN page and you’ll see powered by wordpress.com.
I think they’re in the VIP program so some of the rules that apply to those of us with free blogs don’t apply to them (adverts is one).

Thank you very much for your prompt reply.
I have a much better understanding of WordPress public listings now. My next alternative is to consider having my blog hosted on WordPress.com and then buying the domain from them. The trade-off is that I cannot have any Javascript on my blog or upload any templates that I fancy.
This means I will still be in the WordPress public listings, right? It seems important to me right now to be in the WordPress public listings since I have seen the power of being in that list.

Yes. If you do a free wp.com hosted blog then you’ll appear in their public listings (as long as you’re not marked mature).
No. You won’t be able to use javascript/flash/iframes/etc.
No. You can’t upload your own themes. You have the selection provided for us. And you can buy the CSS upgrade if you know CSS. You can approximate the wp.org themes out there through the CSS upgrade and using the Sandbox theme here. But you need time, skill and patience to do that.

So in short, as long as my blog is hosted on wordpress.com, my blog will automatically be in the public listings (provided that it is not marked as mature). I think your answers will suffice for now and I shall mark this topic as resolved.
