appearing link to my site on another website that I hate

  I don´t want my blog to appear as a link on a site I hate
  can I block?
  can I block certain user to acess my site?

  You can ask the other site to remove the link to your site.

  As long as your site can be viewed by the public (site is not set to “Private”) anyone can link to your site, no permission required.

  If they have copies material from your site you may have recourse to have the material removed by filing a complain against the site.

  Generally since the internet is designed for easy access blocking traffic from a specific link can’t be done, and someone could just copy the link and paste it into their browser and get around that block anyway.
