Application password

I can’t create an application password, even after disabling all plugins.

When I try to create the application password I just get that small box below it with the red mark on the left. I disabled all plugins and it did not work. The odd thing to me is that I cloned the site in cpanel to a backup domain, it has all the same settings and plugins activated and I was able to successfully create an application password on the cloned site. I also found a support article and tried to create a mu plugin using the following code, but that didn’t work either. Really can’t figure out what I’m doing wrong…
